The Teachers- Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems-including full retirement of the ALICE platform-and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.

TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma-s six state pension systems.

The modernization responds to long standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack-Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)-to support scalable, secure, and efficient operations.

- Current state:
o Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
o Member portal modernized July 2025
o All IS resources support legacy systems while simultaneously building modernized ones
o Project charter and Software Development Life Cycle established and in practice
o Environment and foundation for modern applications defined and nearing completion

- Expected outcomes:
o All major systems operate on the Azure platform with improved performance, scalability, and maintainability.
o Retirement of ALICE and elimination of legacy technical debt.
o Reduced manual work, fewer errors, and significantly improved turnaround times.
o A modern document storage and capture solution, with improved workflows and reduced fragmentation
o Enhanced security posture.
o Improved user satisfaction and accessibility.
o Greater operational resilience and adaptability.
o Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.

Required Skills

- Computer Science or MIS degree with 5 years+ experience in the following:
- C# .Net
- Web API
- Angular 16+
- SQL
- Azure DevOps
- GIT
- Knowledge of modern application development frameworks, programming languages, and secure coding practices
- Knowledge of software development lifecycle (SDLC) methodologies, including Agile
- Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
- Knowledge of TRS business rules, including those specific to the Pension Software System
- Familiarity with legacy systems architecture, dependencies, technologies, and integration points
- Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review
- Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements
- Skill in developing clear, actionable user stories and maintaining a prioritized backlog
- Skill in developing APIs, system interfaces, and automation workflows
- Ability to deliver high-quality work output with minimal defects
- Ability to translate technical specifications into maintainable, production-ready software
- Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers
- Ability to manage multiple development tasks and meet established timelines
- Ability to communicate complex concepts clearly to both technical and non-technical audiences
