Organizational Business Change Manager

Our client, a major Federal Healthcare Insurance organization based in Washington DC, is seeking a Business/Organizational Change Manager to help support a culture change and technology adaptation effort, at the enterprise level. We are seeking a seasoned BCM, who is professional, organized, enthusiastic and a team player who can work independently and collaboratively on complex, highly visible, cross-functional strategic work. We are seeking candidates with this understanding/experience and how an organization can best overcome common obstacles and drive success in concert with business stakeholders. Responsibilities include:

1) Partner with project implementation teams to achieve business goals through successful engagement of internal and external stakeholder to facilitate adoption of technical solutions.
(2) Reports on critical success factors and measurable benefits of projects deployed
(3) Roll out changes to stakeholders in a structured way with regard to the transition from one technology or business process to another
(4) Responsible for monitoring and driving business ready organizational change including role and responsibility definition
(5) Defines process and is responsible for measurement of system adoption, project success metrics, and benefit maximization
(6) Drives and identifies organization change requirements, including completion of change management and impact assessments. Assesses change management needs of internal and external stakeholders for assigned projects, working with program and project teams to roll out changes to stakeholders in a structured way with regard to the transition from one technology or business process to another.
(7) Partners with program leadership and project implementation teams to align on direction, strategy and business objectives to achieve business goals through successful engagement of stakeholders to facilitate adoption of technical and business solutions and organizational change.
(8) Deliver engaging, informative, well-organized change management presentations to executive, leaders, Plans, program and project teams. Ability to advise, counsel and coach leadership and front line managers on active and visible sponsorship, and help drive understanding of sponsorship importance to effect change. Influence and advise executives on organizational change and organizational effectiveness issues.
(9) Ensure deliverables are robust, meet program and project needs and are delivered against deadlines. Supports the development of change management skills across the organization; provides mentoring and guidance on the application of change management best practices.

Required Skills


- Bachelors degree in business administration, public administration, management, industrial psychology, data analytics, communications or related field, and a minimum of 8 years business/organizational change management experience.
- Must be familiar with Prosci framework
- Big plus (not required): Certifications in project management (e.g., PMP), change management (e.g., Prosci)
- 8+ years of proven, specialized Business Change Management (BCM)/Organizational Change Management (OCM) experience
- Prior experience supporting the Healthcare Insurance/Payor Industry is Required. Prior CMS experience is preferred.
- Agile methodology experience
- Proven, specialized OCM experience with developing change strategies for supporting technology adoption change efforts across an enterprise environment (Crucial).
- A proven track record for delivering excellent quality BCM-related data collection, assessments, plans, and roadmaps with a passion for creating engaging and relevant business presentation content

- Must be professional, organized, enthusiastic and a team player who can work independently and collaboratively on complex, highly visible, cross-functional strategic work, including an engagement focused on developing the change strategy for the shift from project-based IT to product-based delivery
- An understanding how an organization can best overcome common obstacles, resistance to change and drive success in concert with business stakeholders
- A proven ability to lead and collaborate on the work of change management specialists while supporting strategic work across lines of business, portfolios, programs and projects
- Ability to craft effective strategies and be responsible for leading and delivering change management plans, including stakeholder management, change impact analysis, change readiness assessments, change leadership coaching plans, and culture change plans
- Possess excellent communication and people skills, including disciplined project management as well as problem-solving skills and the ability to lead a wide variety of stakeholders, through change implementation
- A strong relationship builder and influencer who is comfortable working with leaders at all levels
- A keen attention to detail and the ability to prioritize and manage a variety of tasks simultaneously; sometimes under pressure and tight deadlines
- A creative thinker who embraces and drives change
