The Proposal Manager is a strategic leader responsible for the end-to-end development and submission of high-quality, compliant proposals for IT Staffing contracts in both the Commercial and/or Federal markets. This role involves sourcing/identifying IT Staffing bids, then managing the full bid lifecycle-from analysis to final submission-while coordinating cross-functional teams of recruiters, account managers, and executives. Success in this role is measured by win rates, the quality of submitted proposal responses (as measured against client scoring criteria), and the ability to meet internal service level agreements (SLAs) without compromising compliance.
Key Responsibilities
- Source and Identify proposals within the government and/or commercial sectors. Identify RFI/RFP/RFQ etc.. bids online and through traditional networking
- Proposal Lifecycle Management: Lead the end-to-end proposal process for RFPs, RFIs, and RFQs, ensuring 100% compliance with all client requirements and submission deadlines. Collaborate with recruitment teams to identify ideal candidate profiles, conduct skills gap analyses, and develop persuasive staffing and transition plans.
- Content Development: Write and edit critical non-technical proposal sections, including executive summaries, past performance citations, and management approaches.
- Win Theme Development: Partner with Business Development and Capture Managers to identify competitive differentiators and weave consistent "win themes" throughout the response.
- Compliance & Quality Assurance: Perform rigorous "shredding" of solicitation documents to create compliance matrices and ensure all evaluation factors are addressed.
Required Skills & Qualifications
- Experience: 5+ years of experience in proposal management and proposal sourcing/identification, specifically within the IT Staffing industry.
- Writing Excellence: Exceptional technical writing and editing skills with the ability to synthesize complex information into clear, persuasive narratives.
