Proposal Writer – IT Staffing


The Proposal Writer is responsible for the development of high quality, compliant, and persuasive proposal responses for IT Staffing opportunities within the Commercial and/or Federal sectors. This role supports the full proposal lifecycle, including sourcing and identifying bid opportunities, analyzing solicitation requirements, drafting proposal content, and coordinating with internal teams to ensure timely and accurate submissions.

The ideal candidate possesses exceptional writing and organizational skills, a strong understanding of staffing industry terminology, and the ability to translate complex information into clear, compelling proposal narratives. Success in this role is measured by proposal quality, compliance with client requirements, responsiveness to deadlines, and contribution to overall proposal win rates.

Key Responsibilities
- Source and identify proposal opportunities within the Commercial and/or Government sectors, including RFPs, RFIs, RFQs, and related solicitations through online procurement portals, bid boards, and networking channels.
- Support the full proposal lifecycle from opportunity review through final submission while ensuring compliance with all solicitation requirements and deadlines.
- Draft, edit, and refine proposal responses, including executive summaries, staffing approaches, management plans, past performance narratives, and other non-technical content sections.
- Review solicitation documents and develop compliance matrices to ensure all evaluation criteria and submission requirements are properly addressed.
- Collaborate with recruiters, account managers, business development professionals, and executives to gather content, staffing data, resumes, and supporting documentation for proposal responses.
- Assist in developing persuasive win themes and differentiators that strengthen proposal competitiveness.
- Maintain proposal content libraries, templates, and reusable materials to improve response efficiency and consistency.
- Ensure proposal submissions are professional, accurate, well organized, and aligned with client scoring criteria and internal service level expectations.

Required Skills


- 3-5+ years of experience in proposal writing, proposal coordination, and/or proposal sourcing within the IT Staffing industry is a plus but not required.
- Exceptional writing, editing, and proofreading abilities with strong attention to detail.
- Ability to synthesize complex information into clear, persuasive, and client focused narratives.
- Experience reviewing and interpreting RFP/RFI/RFQ solicitation requirements and compliance standards.
- Strong organizational and time management skills with the ability to manage multiple deadlines simultaneously.
- Proficiency with Microsoft Office Suite and proposal management tools.
- Familiarity with Federal contracting terminology and staffing industry best practices is strongly preferred.
