Sr. Technical Lead/EPBCS Implementation Manager

Elite Technical is Seeking a EPBCS focused Sr. Technical Lead/Implementation Manager, with Federal Implementation expertise. This is a onsite position in Washington DC and is a 12 month contract assignment with the ability to for extensions thereafter. The selected candidate will be responsible for the following:

- Identify key business needs, translate these into an overarching cube design, and determine whether out-of-the-box cubes meet functionality needs and what calculations are required
- Deliver application development and maintenance support as needed
- Develop calc scripts in EPBCS native language and Groovy
- Provide updates to executive leadership and share any alternatives, recommendations and solutions based on best practices and application functionality
- Participate in an agile team structure and sprint management (backlog grooming, team throughput management, daily scrums) supported by a scrum master
- Implementing and integrating Oracle-s Enterprise Planning and Budgeting Cloud Services (Oracle EPBCS) and/or Hyperion Enterprise Performance Management (EPM)

Required Skills

- At least 8 years of experience within the Budget Formulation/Budget Execution process area in accordance with OMB circular A-11 and Treasury Financial Manuel (TFM) standards
- Must have experience working with federal agencies (min of 2 years) within government federal financial and budget industry, as well as a minimum of 5 years of experience with PeopleSoft Accounting Software or budget formulation and execution accounting software.
- Experience working with executive leadership.
- EPBCS experience with current modules including Financials, Workforce, Projects, and Strategic Planning
- Recent experience implementing and integrating Oracle-s Enterprise Planning and Budgeting Cloud Services (Oracle EPBCS) and/or Hyperion Enterprise Performance Management (EPM) within Federal financial environments from both a functional process design and technical development integration perspective across the entire SDLC
- Specific areas of expertise must include the development of financial planning and reporting solutions featuring Mortgage-Backed Securities, Procurement Contracts, Workforce data, and Federal Financial Reporting.
- EPBCS experience with current modules including Financials, Workforce, Projects, and Strategic Planning
- 8+ years experience designing, building, and customizing applications to meet business process and application requirements
- Experience developing calc scripts in EPBCS native language and Groovy
- Experience developing integrations from Oracle products (Peoplesoft, EBS) and other applications to EPBCS using traditional ETL and API scripts
- Deliver application development and maintenance support
- Provide alternatives and recommendations based on best practices and application functionality
- Experience serving as a tech lead or senior developer implementing EPBCS for a federal agency
- Familiarity with running an agile team structure and sprint management (backlog grooming, team throughput management, daily scrums) supported by a scrum master
