Immediate Fulltime/Direct hire with our client, who is responsible for a health insurance plans provided to their Union Membership nationwide. They are seeking a Staff Accountant to assist in ensuring compliance with Generally Accepted Accounting Principles (GAAP) and Government policies for the Federal plan, conversion plan, and to manage the accounting and financial reporting of the pension, incentive and compensation plans. This position supervises, motivates, directs and guides the accounting clerks in the maintenance and processing of payroll and accounts payable bookkeeping in an accurate and timely manner. This position supervises, motivates, directs and guides employees in the maintenance of all accounting books and records including general ledger entries, contract and leases, payroll and accounts payable transactions.
The incumbent is responsible for coordinating the financial process to ensure accurate and timely internal financial statements and the Office of Personnel Management (OPM) financial reporting. Additionally, responsibilities include monitoring the Letter of Credit, the Incurred but Not Reported report, and reconciling the claims system-s payments with the accounting general ledger for the Federal Employees Health Benefits Program (FEHB).
The incumbent is responsible for various other reports and financial data often including special requests for financial information and/or governmental policies or contracts.
The incumbent is responsible for managing the resources within the unit, to include, but not be limited to: administering Health Plan policies and corrective action, handling employee/labor-relations issues, allocating resources based on workload considerations, and ensuring that appropriate processing policies and guidelines are followed consistently. Additionally, maintaining unit statistics, objectives, procedures and reports, as well as ensuring that the Quality Assurance and unit productivity expectations are met. Also, representing the unit in various capacities within the Plan.
The individual is responsible for making operational and financial recommendations to improve efficiency and cost effectiveness.

- BS Degree in Accounting or Finance or equivalent combination of Accounting coursework and experience
- Minimum three years of experience in audit, accounting, or in a governmental accounting position.
- Minimum of 2-3 years of supervisory/managerial experience
- REQUIRED: Working knowledge of the Federal Acquisition Regulations (FARS) -AND/OR- Generally Accepted Accounting Principles (GAAP)
- Excellent analytical, time-management, and organizational skills
- Strong verbal and written communication skills
- Proficient in Microsoft Office Products, specifically MS EXCEL (Critical)
- Understanding of IRS Publication 15 - Circular E and the related supplemental Publication 15-A, as well as Generally Accepted Accounting Principles.
- Working knowledge of payroll processing, and state and federal payroll reporting requirements.
