Immediate need for a Program Manager who will lead a multi-certified, solutions-driven, and tech-savvy IT team to deliver cutting-edge solutions for mission-critical network systems and cloud infrastructure in service provider and enterprise-class environments. In addition, oversee system installation, configuration, administration, and integration utilizing extensive knowledge of LAN/WAN connectivity and wireless network setup and maintenance. Must be a relentless automator with a track record of managing the infrastructure from solution innovation to implementation and ongoing management, leading to increased operational effectiveness with a cost-effective infrastructure. Must analyze and report on system performance continuously to identify opportunities for system enhancements and upgrades that maximize the potential of the existing technological capability. Capable of building and maintaining disaster recovery processes while leveraging sound knowledge of a broad range of IT technologies across the infrastructure space. Process improvement champion with a history of implementing new procedures and technologies to strengthen security posture, enhance operational efficiency, and control costs.
Essential Duties and Responsibilities:
- Responsible for the successful cost, schedule, and performance of the contract
- Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer-s Representative (COR), the Government Program Manager, and the Contractor-s senior management
- Directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
- Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents
- Perform day-to-day management of overall contract operations, supporting multiple projects and groups of contractor personnel at multiple locations.
- Work with the higher level program manager, if applicable, to provide effective and efficient management of the contractor-s effort.
- Allocate resources (staffing, facilities, and budgets) on assigned contract tasks.
- Must have at least one (1) year of demonstrated experience supporting resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and financial reporting.
Required Knowledge Skill, and Abilities include:
- Security clearance status of TS/SCI is required. CI polygraph test is highly preferred but can be attained prior to onboarding.
- Must be DoD 8570 compliant at IA Technical (IAT)/IA Management (IAM) Level 2
- Experience working on a development team under DoD/DIA Risk Management Framework
- Understanding of VMW products and/or CENTOS based architecture, Cloud, full-stack, OpenShift, and Java.
- Superior command of could-based terminologies and vernacular; written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences
Required Education and Experience:
- Bachelor-s degree in a computer related engineering field, and 15 years of applied experience in the development and delivery of IT systems architecture; 7 years of experience in virtualization; or Master-s Degree and 10 years of experience.
- A PMP certification or Federal Acquisition Certification Program/Project Managers (FAC-P/PM) Entry Level certification on Program Management or, in the alternative, OPM1 certification, is required within one (1) year of engagement on contract
- Experience overseeing DoD contracts including enterprise materiel fielding and IT capabilities deployment and implementation.
- Experienced in Department of Defense (DoD) Life Cycle Management Framework, Systems Engineering, Network Architecture and Engineering, Change Management, Configuration Management, Earned Value Management (EVM), Budget Management, Program Performance, Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), risk management, product procurement, operations sustainment, FAR/DFARS knowledge.
- Experienced on Data Center Operations, Capacity Planning/Management, Asset Lifecycle Management, software and hardware Technical Refresh and energy efficiency
- Experienced in Cloud operations to include migration of infrastructure to the Cloud (IaaS - AWS, MilCloud), expanded flexibility of Data Center service offerings, increased service availability, ensured security of data stored in the Cloud
- Understand STIG compliance and readiness.
- Ability to communicate security findings across various stakeholder communities, including software developers, system administrators, project managers, program managers, system owners, and authorizing officials. Possess a customer-centric approach to cybersecurity.
