Cyber Security Systems Engineer


Elite Technical seeks a highly qualified Cyber Security Systems Engineer to join a mission-focused team that maintains applications, services, microservices, configuration, integration, and support services. The effort requires the development, testing, maintenance, deployment, and enhancement of a network and underlying services/microservices- while identifying future capability needs and eliminating overlaps. The team will continuously improve sustainment and development in order to reinvest resources to provide new capabilities and improve the effectiveness, quality, and robustness of the underlying technology. The effort directly supports intelligence analysts and operators across the intelligence community and Combatant Commands.

This position requires a tenured cyber security ISSO and related engineering knowledge in the analysis, development, implementation, and sustainment of the continuous monitoring risk management framework for DoD Intelligence Community information security requirements. The candidate will serve the lead cyber security entity on a team of technology professionals tasked with building a next-generation network solution for DoDIIS information and product consumers.

Essential Duties and Responsibilities:
- Evaluate system compliance with applicable Federal cybersecurity policies and procedures within the Defense Intelligence Information Enterprise (DI2E) requirements.
- Conduct cybersecurity control assessments, reviews and/or audits as needed, to ensure that a system-s security controls are properly selected, implemented, operating as intended, and monitored accordingly for risk and compliance.
- Participate in security controls assessments and assist in preparation of technical security documentation in support of Security Assessment & Authorization (SA&A) activities for DoD programs.
- Coordinate and facilitate a system-s Interim Authority to Operate (IATO) Authorization to Operate (ATO) by drafting security and risk assessment reports, recommend Plans of Action and Milestones (POA&M) and/or Risk Based Decisions for the system-s Authorizing Official via executive-level briefings.
- Develop Center-level cybersecurity policies, processes and procedures that support the implementation of National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 controls (specifically related to Governance, Risk, and Compliance) as well as other relevant NIST information security publications.
- Strong Visio knowledge; Experienced with Security Systems Engineering Plans and the Defense Acquisition System (PDR/ CDR / MVP / ORR / System Acceptance, etc.)
- Ability to communicate security findings across various stakeholder communities, including software developers, system administrators, project managers, program managers, system owners, and authorizing officials. Possess a customer-centric approach to cybersecurity.
- Splunk experience: creation of Splunk Dashboards and required syntax.
- ACAS: experience with scanning and ACAS operation
- 3 years of experience working in the RMF Virtual Technology field with exposure to organization senior executives; Knowledge of Xacta and the RMF Process
- Knowledge and experience with NIST Information Security guidance, especially in delivering a NIST SP- 800-37 compliant program.
- Ability to communicate security findings across various stakeholder communities, including software developers, system administrators, project managers, program managers, system owners, and authorizing officials. Possess a customer-centric approach to cybersecurity.
- Ability to take complex issues and distill information, ideas, and concepts to essential elements; Knowledge and experience with current Federal cybersecurity legislation and compliance requirements, including FedRamp, FISMA, NIST SP 800-53, NIST SP 800-37, etc. Outstanding written and oral communications and presentation skills.

Required Skills


- - Security clearance status of TS/SCI is required. CI polygraph test is highly preferred but can be attained prior to onboarding.
- Must be DoD 8570 compliant at IA Technical (IAT)/IA Management (IAM) Level 2
- A Bachelor's Degree and 5 years of experience in a technical field such as cybersecurity, information assurance, business administration, project management, or systems engineering. Will consider years of experience and/or certifications in lieu of Degree.
- Proficient in a Security Assessment and Authorization / Risk Management / Governance / Compliance platform (RSA Archer preferred).
