Information Systems Security Engineer (RMF)


Full time, direct opportunity with our client, a Federal integrator supporting the US NAVY. This requirement is for surge support to assist Fleet Numerical Meteorological and Oceanography Center (FLENUMMETOCCEN) in completing four CS Assessment & Authorization (A&A) and ATO packages for SIPR, NIPR, Joint Worldwide Intelligence Communication System (JWICS) and FNMOC Distributed Production (FDP) systems, each a highly complex undertaking, made all the more difficult by the overlapping nature of the submission timelines.

Additionally, these taskings will require the ISSE to assist the on-site Navy Validator and FLENUMMETOCCEN ISSM in all aspects of FISMA CS compliance, to include planning, testing and reporting. All documentation will be in accordance with Risk Management Framework (RMF) policies.

Contractor services are required to assist FLENUMMETOCCEN personnel in the following types of
activities that will ensure CS compliance: FLENUMMETOCCEN requires Cybersecurity professionals
to support the following types of activities:

1. A&A efforts and package development
2. (RMF) Security Authorization Package (SAP) development
3. Security Assessment Plan development
4. Security Test & Evaluation (ST&E)
5. Risk Assessment, audits and inspections
6. Security control implementation testing
7. Intrusion Detection System (IDS) monitoring
8. Cybersecurity policy review & guidance development
9. Liaison/Collaboration/Checkpoint/Compliance tracking and status assistance
10. RMF efforts and approvals

Required Skills


- Active Top Secret Government clearance is required.
- Security+ certification (or better) is mandatory
- 3+ years of experience in cybersecurity, cyber engineering, IT, or information assurance
- Experience with NIST and DoD Risk Management Framework (RMF)
- Knowledge of DoD security policy and requirements
- Ability to develop DoD and Navy security authorization documentation and artifacts
- Ability to develop and communicate recommendations for incorporating security requirements in DoD systems
- Ability to perform validation and testing of security controls for DoD systems
