Operational T&E Manager

Elite Technical is seeking a motivated Operational Test & Evaluation (T&E) Manager to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF). The Operational T&E Manager will support the planning, coordination, and execution of operational tests and evaluations of military systems and equipment, ensuring adherence to test plans, schedules, and standards. Collect and analyze test data to identify system performance, reliability, and operational suitability, providing insights into the system's capabilities and limitations.

This position is 100% onsite in Washington DC and our client is looking to onboard as a direct hire from day one.

The selected candidate shall provide support in T&E / IV&V management through the following:

a. Interpret research and development of T&E strategy, policy, practices, metrics and procedures and implements direction and guidance.

b. Propose development of evaluation methodology and framework.

c. Manage tracking/auditing of the T&E aspects of products/systems in the acquisition process and identify T&E issues.

d. Develop and coordinate T&E strategies, test and evaluation master plans (TEMPs), test concepts and test plans.
i. Propose development and execution of T&E processes, standards, methods and techniques.
ii. Support the drafting and coordinate an evaluation methodology and framework for product/system under test.
e. Support coordination of cybersecurity T&E IAW DoDI 5000.02 and the DoD Risk Management Framework.
f. Assist in the development of program-s T&E approach, process, schedule, and resource requirements.
g. Develop and coordinate T&E materials/data for technical and progress reviews including risk assessments.
h. Identify and coordinate T&E personnel and financial resources requirements.
i. Assist in the development of guidance on test concepts and test plans.
j. Identify and schedule T&E resources to include workforce, infrastructure and budget to support testing at the respective facility.
k. Assist in performing independent verification and validation duties.

Required Skills

- Must be US Citizen due to government clearance
- Active TS/SCI Clearance
- Master-s Degree in the stated discipline OR Bachelor-s Degree plus four (4) years additional work experience related to the labor category description. At least ten (10) years of experience performing work related to the labor category functional description.
- Minimum of six (6) years of experience working with DoD is desired.
- Must have requisite engineering degree as applicable to engineering or program management certification as applicable to program management; cost/schedule/performance background and ability to develop materials and brief senior leaders on complex issues. The government would consider other technical degrees or special case exemptions on a case-by-case basis if the person has experience and a proven track record
- Expertise in test and evaluation methodologies relevant to military systems, including experience with operational testing, live-fire exercises, and evaluation of system interoperability and performance under various operational scenarios.
- Understanding of the DoD acquisition lifecycle and familiarity with testing milestones, entrance/exit criteria, and the integration of test and evaluation activities within the Acquisition Program Baseline (APB).
- Knowledge of military doctrine, operational concepts, and tactics to assess how equipment and systems align with the operational needs and scenarios encountered by the warfighter.
- Experience in working within integrated test teams comprised of government, military, and industry personnel to plan, execute, and document OT&E activities effectively.
- Familiarity with test range operations, safety protocols, instrumentation, and data collection methods commonly used for testing military systems under realistic conditions.
- Capability to manage test resources efficiently, including facilities, equipment, and personnel to support test events within budget and schedule constraints.
- Knowledge of and experience with the requirements outlined in directives, regulations, and instructions governing OT&E activities, with a focus on aligning test processes with DoD policy and guidance.
- Experience working on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
- May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
- Possess the ability for oral and written communication with the highest levels of management, and the ability to professionally prepare and present analytical documents for senior military and defense officials.
