Elite Technical is currently seeking a Program Manager, who has prior experience with large data related projects, to support our customer, a major BCBS healthcare insurance organization. This position is a remote contract opportunity, however, we are seeking candidates that reside in the EST or CST timezones. Responsibilities include:

ESSENTIAL FUNCTIONS:
-- 25% Plans and initiates project resources, prepares budgets, monitors progress, tracks schedules and mitigates risks. Sequences complex initiatives from start to finish.
-- 25% Provides end to end project management support in terms of reporting, project deliverable tracking and documentation. Acts as a liaison across all areas to ensure effective and efficient goals, scope, progress, and completion of projects. Coordinates issues throughout CareFirst, and externally when necessary, to promote accurately represented information.
-- 15% Provides direction and motivation to project teams in a matrixed environment. Drives outcomes by fostering a collaborative culture. Manages relationships with key stakeholders, including management and vendors. Leads the execution of the project.
-- 15% Evaluates implications of existing or proposed projects, programs, processes, and policies/regulations through the use of critical and creative thinking and recommends improvements.
-- 10% Performs mid-level advisory consulting work and provides strategic focus. Effectively conveys the big picture and alignment with corporate goals.
-- 10% Synthesizes complex topics and project statuses into executive level presentations and influences decision making. Effectively communicates with all levels of the organization. Liaisons with IT and translates business needs into technology related action plans.

Required Skills

- Bachelors degree or Project Management related certifications is preferred, not required.
- Seeking a minimum of 5 years of Project Management expertise
- Must have managed a large Data Transformation Related Project: Data Lakes, Data Repository, allocation to one singular data store, etc...
-Full budget control of min $5M of project spend
- Healthcare Payor experience is a big plus, not required
-Expertise in both IT and business tracks; experience in strategic planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms.
-Experience managing schedules, pulling together tech and non tech teams for project compliance/update calls, vendor interaction support, risk management, escalations, etc-
- Previous technical project management experience in a dynamic high-technology environment is a key to success in this position
- Experience in Program Management and execution of multiple related development projects simultaneously, with working knowledge of Systems Development Lifecycle and the Project Management Lifecycle. This will be built on a track record of implementing business solutions in core critical technologies
- Ability to communicate with business and technical stakeholders
